If the UE receive DCI0 at sf n, it will send PUSCH at n+4.
So uplink congestion the KPI is ul cce allocation failure if no cce are there in uplink.

I have the same problem and need to know what to do
As you know, the main reason for CCE’s (UL & DL) failure is the lack of CCE’s resources.
Due to the difference in how resources are allocated in UL and DL, there is always a need to send more CCE for UL. (Of course, the activation of some features also aggravates this issue, like Prealocation scheduling)
Note : UL CCE and DL CCE Allocations (both of them) carried by PDCCH.
To increase PDCCH Capacity check following parameters and implement step by step
- PdcchPcSwitch:Off
- CfiAdjCceThld → INF
- PdcchPowerEnhancedSwitch : ON
PdcchPowerBoostUpperLimit : 6dBm - PhichResource : ONE_SIXTH
