Maybe this is my problem, my network is B3+B7+n1.
It don´t have n77.
B3(DL)+B7(DL+UL)+n1(DL+UL).
B7 will be primary for LTE and not B3 as B7 supports dl and ul.
B3 will be added as CA (scc).

For the Other (problem) UE, I don´t have NR band 1. This is my problem.

I the problem UE I found NR Band 1. What does it means?
It means it supports nr band 1 but maybe with different lte band and not the band present in ur n/w or band enquired by network.
Your netwokr is using band 3 and band7 eutra band filter in capability enquiry.
Along with nr band 1 and nr band n77.
UE will only report combinations from these bands only.
But I have in my network B3+B7_N1.
So this UE should be access it, right?
Is it with it without DSS?
Sometimes UE capability issue related to DSS feature.
What network has and what UE supports are two different things.
You can check whether NRSCGFREQCONFIG is configured on the LTE side for this band combination.
