there is no rule for this.
Pdcch-configsib1 is hardly 255 in NSA.
Idea is that even pdcch-configSIB1 is broadcaste din 5G MIB it is not used by UE.

Check the select network capabilities.
It should allow you to select NR only for SA models.
This may not work with devices which support both SA & NSA like Samsung Galaxy S20+.
Then it will have a combo of both NSA (eutra+nr) combo and SA (nr only) combos.

There is feature activation flag in vendor where we can set ue capability info nr, nr + eutra or eutra only.
This will reduce UE capability payload.
If the UE is locked in 5G SA mode only when requiring UE capabilities it does it only for NR bands.

NSA enquries are about NSA capabilities.
You cannot judge whether UE supports SA from UE capabilities in NSA.
