This can be expected during first time attach or change in MME but not all the time.

There are cases for specific UEs in which eNodeB is always enquiring UE capabilities in every call.

MME not sending in initial context setup req results in several failure due to UE cap enquiry time out.

  2. In what cases MME refresh UE capabilities i.e eNB enquire them again from UE?
