5G NR leg not being set up when UE in floating mode

Hi All,
Can you please give some idea about this…?

When UE is locked to 5G + corresponding LTE band for ENDC we are observing successful ENDC operation.
When the UE’s are set in floating mode - we do not observe any 5G NR leg being set up and UE stays mostly on LTE.

UE should be on the LTE band in part of the ENDC combo.
If this band is not highest priority, eNB should have a feature active to steer 5G device towards this band
