No other way.
Wthout going in to DRX UE cannot measure SIB1 of neighbor cell.
No way I think.
DRX has to be there.
Otherwise UE might send Empty CGI.

Now, can you please help me to understand how UE will stop monitoring serving cell and will start reading neighbor cell as from this configuration there is single IE : “useAutonomousGaps-r16”?
No other configuration is there, how this will help UE to stop monitoring on serving and start reading system information of nbr cell.
This is autonomous gap configuration.
I didn’t find detail configuration… there is single IE.
Check definition of autonomous gaps in 5G NR:
As part of reporting configuration, the network may ask the UE to report Cell Group Identity (CGI). This report is not exactly a measurement but it requires the UE to acquire system information from neighbour cells. The relevant messages to decode are MIB and SIB1. For doing this, IE useAutonomousGaps may be configured.
Autonomous gaps is when the network doesn’t configure measurement gaps for the UE. UE autonomously selects suitable gaps to receive system information of neighbour cells.
