In case of failures due to “UE capability inquiry time out” that represent weak uplink coverage, any suggestions?

Any feature / parameters recommendations to improve this scenario?

Simple answer no.

If NW doesn’t receive UE response then it’s just coverage issue.

In past I’ve looked at changing close loop power control parameters to enable UE to quickly get to its max power but those optimisation weren’t very successful either in my case.

You can look at that option.
