I’m saying it can be possible for FR1 as switch there to enable /disable refined beam.
1 ssb beam = 4 refined beam for FR1.

Because in the snapshot sent there are both CSI_RS report and SSB reports.
So it may depend on what needs to be switched.
These Channel state CSF infos gives the channel quality periodically as seen, so if it measurements suggest to switch CSI beam/SS beam.
Then gNB will use the configured reporting quantities for switching as far as I guess.
Some one from Vendor can confirm what it takes from Reporting quantity for each case…
