In a city of 35 sites, where average inter-site distance is 800m, what is better approach to optimize serving behaviour if DT was not an option?
Solely rely on TA/TP?
Somehow rely on planning tools?
Automatic Cell Planning (ACP), available in most Planning Tools.
For Nokia you can get RTD data based on that data you check overshooting sample, then you can go tilt and power changes based on data and clutter.

My equipment is Huawei and I got my hand on Infovista Planet (not sure if ACP is available here, I only tried this function on U-Net before).
I assume MRs and CHRs along with certain KPIs will do the trick here.
ACP improved our network in DT-restricted areas by about 20%.
Of course you have to review its recommendations.
Because it does not take clutter data and building heights and blockings.
I do use ACP in regular basis, quarterly.
Powerful tools.
ACP is great and now a days but using MDT MR, the accuracy is even better.
