Calculating CCE index in NR formula

The below formula is for calculating CCE index in NR.

I want to know what does M(L)s,max represents?

Max number of candidates 38.212

M(L)s,nCI is the number of PDCCH candidates the UE is configured to monitor for aggregation level L of search space set s for a serving cell corresponding to nCI.

The parameter nrofCandidates in SearchSpace IE provides the number of candidates for aggregation level L, search space set s.

If a UE is configured with carrier indicator by CrossCarrierSchedulingConfig IE (parameter cif-Presence, true → present, false → absent) for the serving cell on which PDCCH is monitored,

  1. for the case of USS, M(L)s,max is the maximum number of candidates for aggregation level L of search space set s, over all configured cross carriers for the serving cell
  2. for CSS, it is the number of candidates for aggregation level L of search space set s corresponding to carrier indicator value 0.

If there is no cross carrier scheduling, what will be the value of M(L)s,max?

In that case there is only one carrier.

The value will be the number of candidates for aggregation level L of search space set s.

No carrier dependency.
