Can eNB change the CP config if the max delay spread worsens?

Hi All,
Can eNB change the CP config (Normal vs. Extended) if the max delay spread as experienced by an UE worsens?
If so, how does eNB inform UE of the change?

I think it cannot be changed dynamically.
And it cannot be changed per UE.

It cannot be changed per UE, but eNB should be able to change it dynamically in cells based on propagation delays from UE is my understanding.
