Can Voice/Video over LTE/NR use CA or MIMO?
Honestly I don’t see any limitation from theory, just that Tx/Rx of those IMS RTP packets shall use CA/MIMO.
But I haven’t see in any implementation.

I don’t think there is CA provision in standards, or any requirement from operators/vendors to use CA for Vo/Vi-LTE nor there is any implementation.
MIMO (may be not 2x2 but 2x1) on the other hand is implicitly used I think, but worth confirming if someone has recent logs.
2x1 provides 3dB of spatial-diversity gain.
I don’t see any reason why UE shall not use spatial diversity if radio conditions are good, especially for Video Calls where higher data rate is required.
