Can we blacklist the termpoint from 4G towards 5G?

Hello Experts,
Can we blacklist the termpoint from 4G towards 5G?
Vendor is Ericsson.

We have site overshooting and causing lot of RACH failures adding NR Leg.
If we delete the termpoint, ANR is adding it back.
So looking for option if we can blacklist some termpoint.
Please suggest.

I’m not sure for 4G-NR, but for 4G-4G, create manually the neighbor and hoAllowed=false.
If 4G-4G Carrieraggregation block, then sCellCandidate=0.
It’s only an idea, maybe works similar in 4G-NR.
