Condition to select SSB beam before msg1 attempts

Hi Experts.

Can anyone please tell me what will be condition to select SSB beam before msg1 attempts if rsrp-ThresholdSSB is absent in SIB1/RRCReconfiguration message (HO command)?

This is the case of 5G-SA.

In this case if the absence of explicit RSRP threshold for SSBs, the UE may use other criteria for selecting the SSB beam.

Reference signal quality, Synchronization Quality, UE Capabilities and Network Police’s.
