For LTE
tx2relocoverall-expiry - tx2relocoverall = T304max + T311 + T301 + tx2relocoverallDelta

It includes:
- t304 which is for RRC reconfiguration
- t311 to wait for possible reestablishment and
- t301 time to wait for RRC reestablishment answer
