Do retransmissions and new transmissions of HARQ for same UE have same harq process id?

Hello experts,

My questions is on HARQ mechanisms.
Do retransmissions and new transmissions of HARQ for same UE have same harq process id.
Say we have 16 harq process… the gnb sends 16 harq processes first and then checks bler for each. Then say all 16 processes were not decoded correct? Then what happens? What happens to NDI?

My intuitive answer is there are no new transmissions here if all 16 process IDs failed, and they all need retransmissions. Thus NDI will not be set until maximum retransmission times reach.
