For 3G, is it possible that FAIL happen in Admission Control (RRC DL power fail) even if DL power utilization is not 100%?

Yes, it is possible.

If current load is 97% and new call would need 15% it is possible to fail the admission control.

It also depends on thresholds for RRC power utilizations admission control.

It can fail at RRC setup or at RAB setup.
