Get Bad SINR cells in network (other than Drive Test)

Hi Ericsson LTE Experts.

Is there any way / counter to get Bad SINR cells in network other than drive test?
Bad CQI cells already considered.

UL SINR can be get from RBS counters.

You can get them via counters
for PUSCH PMSINRPUSCHDISTR
Distribution of the SINR values calculated for PUSCH.

PDF ranges:
[0]: =< -5 dB
[1]: ]-5…-2] dB
[2]: ]-2…2] dB
[3]: ]2…6] dB
[4]: ]6…10] dB
[5]: ]10…14] dB
[6]: ]14…17] dB
[7]: ]17…20] dB
[8]: > 20 dB

How these PDF ranges are reflected as good and bad SINR cells and what is the trigger for this counter?
