SINR below -5 dB is considered extremely poor.
Never observed SINR to be below -7 dB even in edge condition.
Low sinr is due to strong interference.
Usually call drop at -7 dB.
Has nothing to do with rsrp or cell middle or cell edge.
It has to do with overlaping between cells, too many PCIs in one location and no dominance.
May be dlrsboost is 3 db. You can deboost it.
Make one dominant cell in that area with CIO.
