What can be the reason for inter RAt HO preparation failure from 4G to 5G SA and 5G SA to 4G?
In general, HO preparation failure happen when target sector does not have enough resource to support the hand over call.
Please check resource availability in target tech cell.
5G cell is test cell and not loaded.
You can check if in the eNodeB external db, definition of gNodeB done properly.
In gNodeB no license issue is there.
