Intra EnB HO degradation without fault on cells

Hi All,

Simple query: If there is Intra EnB HO degradation from same sector 1 carrier to same sector diff carrier, but no fault on either cells, what could be possible resolution for those cases?
Vendor is Huawei.

Have you considered that those 2 layers have different coverage/tilts?

Yes both are having different coverage and tilts.
Fails are majorly from L1800 carrier to L800 carrier.
