Is particular target cell taking handover for X2 and S1 both possible?
And when target cell is going through S1 there are S1 prep issues and no issues in X2?

For X2 link fluctuations:
- Check X2 related alarm and link is abnormal or normal status.
- Fluctuations happens due to clock sync issue or imbalances. This can be confirmed with LMT.
- Further this issue should be rectify by Backhaul engineer.
It’s due to high GTP loss which impacts X2 performance.
You will see high number of S1 ho due to high loss/GTP loss in Backhaul link.
X2 succes is proper that target going through S1 and failing in S1 prep.
Do you mean because of transmission issue it is going through S1?
Yes, I have seen the cases where HO is going through S1 due to transmission issue.

Also it may occur in MME border.
One more check, if MME are of different vendors, like HO attempt from Huawei MME to Ericsson MME.
In above case Core team need to check.
