what does this kpi mean?
How do you reduce false contention preamble and improve Contention Resolution Ratio(%)
?
Following parameters will improve RASR.

Isnt 35 to drastic given recommended is 117
You can Set the parameter to 117 then 54. If further adjustment is needed, you are advised to decrease its value to 35 (its optimized value)
RARANDPAGINGCR: A smaller value of this parameter results in a higher reliability of Random Access Response and paging message reception and more RBs to be occupied by the messages. If there are many Random Access Response messages or paging messages, the cell throughput may decrease. A larger value of this parameter results in fewer RBs to be occupied by the messages and a lower reliability of Random Access Response and paging message reception, which may cause a decrease in the access success rate and paging success rate.
