For manual PLMN selection, we allow LR on any available cell. Lets say LR got rejected by NW, we go to limited service in manual mode. What prevents the UE from trying LR again on the same cell as we ignore all forbidden tai/PLMN for attempting LR in manual mode?
Lets say UE chose to stay on limited service after the LR attempt, then would it try LR attempt after the moving to a new TAI ( assuming the first LR failure was TAI not allowed )?
