Maximum number of monitored PDCCH: Candidates per slot x CCEs per slot

Hi Guys
Maximum number of monitored PDCCH candidates per slot.
Maximum number of monitored PDCCH CCEs per slot.
What is difference between these two?

As per my understanding, a PDCCH candidate is mapped to a CCE index then why CCE monitored count is high?

PDCCH candidate can be with 1 CCE, 2CCE.
Depend upon AL.
So number of CCEs can be higher than PDCCH candidate.
