MIMO site not creating neighbour relation with other layer

Hi Experts.
I have one MIMO site with BB6649 configuration not creating neighbour relation with other layer (FDD-1800 & FDD-2100).
ANR is activated.
What is necessary action required?

Vendor is Ericsson.

Is the frequency relation defined?

Check MO EUtranFrequency for the site has defined the other layer freq.
Also if EUtranFreqRelation MO is correctly defined.

Check parameter anrMeasOn on EutranFreqRelation MO.
