If signal there and in emergency mode it is working and from neighbor site handover possible to source site.

It’s very abnormal scenario observed activate default bearer request there but no attach accept seen so attach fail finally.
Check TAC in core and eNodeB definition. Is it same?
TAC of your site and 1st tier and core defined TAC. Is it same?
Because if TAC different I think it will go emergency mode.

Hey, do you have logs where you see the failure ot detach? Like during rrc or authentication msg?
