Nokia LTE Traffic Balancing Parameters

Hello, what are Nokia LTE parameters that are used for traffic balancing?

For example

i. Parameters of LTE (FDD) to balance traffic between other layers of LTE.
ii. Parameters of LTE (FDD) to throw traffic on 3G layers. (including CSfallback priority).
iii. Parameters for LTE (FDD) to throw traffic on GSM Layers. (including CSfallback priority).

Any guide/suggestion with examples which can be shared then I really appreciate it.

My objective is to keep traffic in 4G as much as possible (including VoLTE traffic). Please suggest

How about moving traffic from 3G to 4G in Nokia?

In my network, actInterFreqLB is disabled but actAmle is enabled.

Does it make any difference ?

I see load is not balanced !

Also any idea how to move traffic from 3G to 4G (both Nokia vendor) layers and keep it in 4G.
