Please assist with parameter optimization in Ericsson to offload 3G traffic to 4G

I have list of cells falling under below scenario

A. Very few users are connected to 4G making 4G less utilized
B. Lots of users are connected to 3G impacting user experience

I need to have more of traffic share into 4G from the 3G congested cells

I have tried option parameter tunings

ThreshHigh
qRxLevMin
Primary Cpich Power

But no major traffic shift is observed

There may be many reasons for this problem. Are there any alarms on the LTE node right now?
To begin with, I recommend going to the location of 3G&4G base stations with a phone that has a Netmonitor application, for example. Check the signal levels for LTE (coverage) at this location. If the levels are very bad, then look for the reason in the physical connection of the antennas, it is possible to change the tilt of the antennas (RETs i.e.) and so on. At the 3G node, check the priorities for the handover towards 4G. Is there any KPI data on handover rejections/failures/drops? You can also ask the specialists on MME what they see on their traces (by IMSI) when trying to perform a handover on 4G.
