Specifically, issues with RRC connection establishment.

What is that?
There’s no counter for RRC connection complete. The eNodeB times out after 3 seconds following the RRC connection setup message sent to the UE.
Is this degradation occurring at the PLMN level or specific to certain cells?
Do you have insights on the cell offset calculation? Based on the logs, I’m seeing an offset of 2, which appears to be frequently requested.
I’m specifically interested in understanding the offset calculation in relation to distance.
There are many offsets involved in the RRC reestablishment procedure.

I mean, what role does offset play in relation to distance at the cell level?
In this scenario, you leave certain RBs blank within the bandwidth due to overlap or similar issues. You’ll need to adjust all other cell parameters to account for a custom start and end of the band.
Check if this issue affects only specific UEs or if it’s a general issue. Also, review the TA counters for the impacted cell.
