In Ericsson, try the Inter-Frequency Handover to Higher Priority feature.
In Huawei, use the Frequency Priority-Based Handover feature.
To prioritize inter-frequency handover (low band to high band) over intra-frequency handover in LTE, you can adjust the following parameters:
