Prioritizing Inter-Frequency Handover Over Intra-Frequency Handover in LTE

How can we prioritize inter-frequency handover (from a low band to a high band) over intra-frequency handover in LTE?

  1. Increase Inter-Frequency Handover (IFHO) Priority
  • Set a higher priority for high-band frequencies (L1800) compared to the low-band (L900).
  • Parameter Example: EUTRANINTERNFREQ → L1800 (Priority = 7), L900 (Priority = 5).
  1. Adjust A5 Event Handover Thresholds
  • Lower the A5-1 threshold (serving cell RSRP) so UEs leave L900 earlier.
  • Raise the A5-2 threshold (neighbor cell RSRP) so UEs enter L1800 sooner.

  • If L1800 coverage is weak, users will not move from L900. Optimize tilt, power, and antenna configuration.
