It will depend on the up and down limits you want for the automated cell estimation capacity feature.
This is due to the spectral effiency of each cell.
cellCapMinCellSubCap = 0.5 × cellSubscriptionCapacity
cellCapMaxCellSubCap = 1.5 × cellSubscriptionCapacity
