Can somebody help to understand in what scenarios this error is generated in eNodeB?

Hello, @Pushpendra_Singh ! Hope you are doing well 
This error is usually related to a transport issue.
You can see restarts which comes with a Transmission cause in the eNodeB - “PartialOutage(Transmission)”.
