In theory RIS would be made using 3 layers:
Outer Layer: or where the reflecting elements are placed it adjusts the phase, amplitude, or polarization of the incident waves to steer them in the desired direction.
Middle Layer: used in the middle to prevent signal leakage and ensure energy is not dissipated or lost in other directions.
Bottom/Last Layer: The last layer of the RIS dynamically adjusts reflection coefficients (phase and amplitude) for each element controlled by an FPGA.

What about building such a RIS system?
IRS is becoming a hot topic in mmWave and THz communication for 6G, as it enables enhanced throughput in urban areas with coverage challenges.
Are you looking for an active RIS or a passive RIS?
Passive RIS.
Some example:
In theory, efficient RIS gain could be achieved if we manage to maintain a coherent summation at the receiver (UE), somewhat similar to what is done in an MRC (Maximal Ratio Combining) system.
