Is there any tool similar to R&S ROMES 4 to decode the signals that are transmitted between the UE and RAN for free?

There are some free online tools to decode layer 3 signaling messages, but in terms of signaling messages in R&S log files, as far as I am aware, there is no free tool to decode it.
