For SA network, why UE is getting deregistration request?

Frequently.

Check pcap, logs and check at which stage its failing.

Deregistration may be authentication issue.

First time registration is completed but in NAS, after DL NAS, and PDU session est. UE is sending this request.

Is PDU session established?

Yes.

After 24 sec, UE is sending deregistration request and after UE again in RRC sending UL info.

Is UE able to get IMS Registered on SA?

Can you check session expiry timer?

It should be 7200, usually.

Data network only. No Voice support.

If UE is Voice centric then it may disable N1 cap if no S1 or IMS.
