What are the reasons for High CE Utilization but fewer rejections and the reverse?

What are the reasons behind High CE Utilization but less number of rejections and the reverse (Low Utilization i.e. below the threshold but high rejections )

For low utilization and high rejection case, this is because CEs rejection at other cells in the active set is counted too at the best cell in the AS, if you want to be sure monitor the utilization and rejection at AS neighbors (both should be high) or you can delete all neighbors for one day and check the rejection
