What can be the reason of Radio Link Failure due to UE Capability info not received?
There is no such cause for radio link failure.
RLF can be due to t310, RLC layer etc.
RACH issue as well.

This is the case of epsb failure due to rlf and cause I am getting is eNB Timeout - RRC UE Capability Information Message Not Received
Then it is due to poor Uplink that eNodeB does not receive UE capability information.
But this is not a Radio Link Failure.
Check RSRP and check UE TX power if it reached 23 dBm.
What was DL SINR and RSRQ at the time when UE capability request was sent?
I suspect it’s either a bad SINR or a faulty UE/Hardware but hard to judge due to limited information. Is this issue persistent? happens most of the time in this cell? happens in a specific durations?
Try to check the other cells if they have the same issue. Then make a trace to understand the messages between the UE and EUTRAN.
