What could be the reason for gNB not sending initial RRC-reconfig after UE Context setup?
Check e1 link is setup and bearer context setup sent to cuup.
Check ue send pdu session est req or not.

Did UE include any flag for any PSI in uplink data status in Registration/Service request?
