What could be the reason for high TA (Timing Advance) in a LTE cell just near the tower?

What to check to correct the issue?

I stay near the LTE TDD cell, but app says TA 21 (or 1.6 km)

Can anyone explain why?

FDD cell is OK.

Maybe bad conversion.
