What is different between C-Plane Latency and U-Plane Latency?

Also, how PDCP Discard timer is used for improvement for latency?
We generally measure user plane latency. I.e.time taken by packet in RTT.
PDCP discard timer help in latency reduction if we lower down value then pdcp layer wait for that much time for packet ack/nack from rlc layer in case of ARQ and accordingly help in fast processing of data packet.

Actually, Latency is the CORE end KPI, then why is it checked in the RF end?
Over air as well latency measure it’s E2E.
You can find DL latency in air by system KPI.
Does it means is a combination of both Plane U and C?
What is the default RTT time in user plane?
Generally for Data Plane Latency we use Ping method.
