What is the difference between EMS and NMS?

One is Element Management System where you can manage one or more group of NE entity or entities. Also you can check features related to that NE’s but you can not mange the communication or connectivity between the different entities for this NMS network management system.
OSS system is a type of EMS or switch.

NMS: A platform to connect MultiVendors.
EMS: subset of NMS.

With the help of NMS can we assign or set the bandwidth capacity of broadband speed if required?
