What settings in a handset decides whether UE is Voice centric or Data centric?

Based on what criteria a UE decides the EPS attach type whether EPS only or Combined Attach?

We are actually observing high no of combined attach and TAU failures due to “EMM cause: network failure”.

If UE is voice fallback UE it may require combined attach.

If supports VoLTE why it should done a combine attach, no need.

Yes.

Ideally VoLTE users should not try for combined attach but our observing is irrespective of VoLTE capability, all users are trying for combined attach.
