It’s active call duration.
30-50 Erl average per user for a planning.
When the user B accepts the call.

Once B answers the call is active, or answered.

I know, but I think resources is reserved just after ringing.
Do you mean if user B doesn’t answer he should be charged?
Then have GoS* to decide for resources availability.
* Grade of service for lost calls.
Not charging but traffic calculated per cell as Earling traffic.
