Who decides the EPS attach type “combined” or “only EPS”?
Is it UE or Core?
Attach request from the UE has the attach type.
If attach is “EPS only”, is it normal for UE to ask for combined TAC LAC update?
If the network support both 3G and LTE then it will be informed to UE.according to that UE will initiate the combined attach if network support only LTE then it will initiate EPS attach
