It is not recommended to monitor the App throughput from UE side but monitor the RLC throughput.

Tell them, from the RNC or eNodeB side, what we can control is the RLC throughput.
And not the APP throughput.
But this behavior can be due to what possible causes?

No, not the Latency.
You are sending VIA RLC layer then MAC then physical layer which are adding headers with each transition.
What the Operator can control is everything in this range.
What happens in the App server is not your responsibility nor under your control.
