Why ARQ used in RLC layer but not HARQ?

Hi Experts.
Why ARQ process is used in RLC layer why not HARQ?

I think:

  • HARQ at MAC layer, data include with CRC, error detection. So, if error check is based in CRC verification, less retransmission but required computing, storage from ue.
  • ARQ at RLC, error check is just based on SN missing report, can not detect error bits.
