Why KPI counter AVERAGE NSA NUMBER OF USERS is crossing 24000 value in 15 min rop data?
Vendor is Nokia.
Divide it with AVE_NUMBER_OF_NSA_USERS_DENOM counter to get the users count.
What you are getting is aggregated samples.
