Why UE is configured for the event A1?

Hello Experts,
Can someone please explain why UE is configured for the event A1?
I want to know the purpose of behind it.

As per my understanding, event take place for the measurement report of handover.
And as per theory, event A1 is triggered when serving cell becomes better than threshold. It based either RSRP or RSRQ or both.

To cancel handover is one of the use case of A1 event.

A1 is used to Stop the measurement of Inter-frequency or Inter-Rat measurements basically.
