Does anyone having worst cell picking macro or tool (or something like that). 
Any kind of logic that we can use to pick the top offenders not only based on top fails but also look on the mid traffic sites fails too?
Any suggestions?

A basic question: what are your best practices for extracting worst cell lists?
From theory and application perspectives.
Depends on which KPIs you are targeting and for which period of time.
You export the performance of all cells for last day and sort in order of performance and then you deal with top 10.
Comparing three days or five days bases apart from filtering of top worse cell to identify sudden degradation or improvement can help to identify basic kpi and checking on bases of customer kpi threshold would help to identify.
